No change in fish farm planning imminent

A complete transfer of Scottish aquaculture planning powers from the Crown Commissioners to local authorities will not happen till the next Scottish Parliament is formed, the Executive said in a parliamentary committee 22 May.

Aquaculture minister Allan Wilson outlined the Executive’s response to the interim report of inquiry into aquaculture to the Transport and Environment Committee.

In his submission, Mr Wilson pointed out that while the Executive remained “committed to introducing the necessary controls”, which have widespread backing from the industry, the forthcoming Water Environment and Water Services Bill, which had first been mooted for the change, was not the right vehicle.

The Executive believe that a Planning Bill would be a more appropriate legislative opportunity, and hoped “that such a Bill will be available in the next Parliament” when it would be up to the new Scottish Cabinet to prioritise its legislative programme.

Mr Wilson also spelled out that a “stocktaking” of Scotland’s coastline and coastal developments would be forthcoming as part of the potentially far-reaching national strategy for Integrated Coastal Zone Management (ICZM).

ICZM will need to accommodate the whole range of coastal users. As a result, forthcoming aquaculture locational guidelines, though drawn up with the specific needs of one sector in mind, will have to take account of a range of coastal use.

“We believe this will permit smoother integration into the ICZM mechanism in due course,” stated the minister.
