Draft Victorian Aquaculture Policy

The long awaited Draft Victorian Aquaculture Policy was released since our last eNewsletter but if you wanted to make comment you can’t, the time has closed.

Despite waiting two years since making our oral submissions to the Aquaculture Advisory Group, (the Gippsland Hearing was 12 July 2007), the time for submissions was just over 30 days ending on one of the most important dates for small business in Australia, 30 June, end of the Tax year.

GAIN was pleased with many aspects of the Draft Policy but there were still serious gaps in leadership in gathering together a fragmented industry with a workable structure and in clearly defining just who it is who has the responsibility for bringing the Policy to productive fruition.

Of major concern to GAIN, however, is the Draft Policy’s intention to achieve a “Whole-of-Government” approach to the industry through a series of annual discussions between Govt. Department officials.  This same “One-Stop-Shop objective was a part of the 1998 Strategy but was abandoned when various departments refused to relinquish any of their individual prerogatives.  Without the strongest Ministerial level input the current strategy is unlikely, of itself, to crack this tough bureaucratic nut.
